These builds I list here are, in my opinion, what I consider pure PvE builds.
PvE Healer
Str: 2.5 per lvl
Ess: enough for relics
Wis: enough for relics
Con: enough for relics
Dex: 1.5 per lvl
PvE Hybrid
Str: 2.5 per lvl
Ess: enough for relics
Wis: enough for relics
Con: enough for relics
Dex: 1.5 per lvl
PvE Warrior
Str: 2.25 per lvl
Ess: enough for relics
Wis: enough for relics
Con: 0.5 per lvl
Dex: 1.25 per lvl
As you may notice, the dex I recommend is higher than what most people recommend (3str 1 dex). Three reasons underlie this: first, the 1 dex per lvl build results in a miss rate that is somewhat too often to be optimal, and also a crit rate below the optimal level; second, the new weapons which are far more damaging than the old ones, have a high dex requirement; third, a build with higher dex makes it easier to obtain killer epithets at lower levels compared to a high str low dex build without the need for drugs.
PvE Nuker
Str: enough for relics
Ess: 1 per lvl
Wis: 3 per lvl
Con: enough for relics
Dex: enough for relics
Here, I differ from the ess enough for weapon and rest wis build. In my opinion, 2 wis per level provides sufficient ck ar to hit mobs such that higher levels of wisdom do not provide significant increases in your hit rate (unless you attack red mobs). More essence gives you a greater endurance by allowing you to take more damage through ve shield, and also by allowing you to cast more nukes before having to stop to meditate. So, while there is arguably a slightly higher miss rate and a slightly lower crit rate, your added endurance in grinding more than compensates for this.
Then again, the notion of a PvE nuker is a bit of an oxymoron. Nukers are well-known as the role that tends to dominate PvP, and they do not PvE as well as healers and hybrids. The additional essence gives you the flexibility of engaging in PvP against any role through granting protection via ve shield. The ess enough for weapon and rest wis build is only useful if you intend to take down enemy nukers at the expense of your capabilities against melee opponents, in particular warriors.
Equipment
Equipment and relics should be such that they augment your build by shoring up areas of weakness, especially the penalty stat. A point from a relic in the penalty stat is worth twice as much as a point in any other stat.
